From monitoring of energy consumption and air quality to carbon budgeting, there are many ways cities can use data to reduce climate change. Using examples from smaller to larger cities, this session will answer practical questions such as what type of data can be collected, with what budget, as well as more strategic questions such as how to engage elected representatives in the design of new policies and governance systems to reduce climate change.

Broadcasted simultaneously at the Helsinki’s International Social Housing Forum, this session will show how to realise the right to housing for the most vulnerable, by shifting from Shelter to Housing-Led/First solutions. It will share pragmatic solutions and strategies that can be adapted to different local contexts.

This session will show ways how cities can improve their livability through co-creative mobility and public space interventions, on different spatial scales from metropolitan areas down to the neighbourhood and street level. It covers many interlinked topics such as integrated metropolitan transport systems and local active transport solutions; integration of infrastructures; intelligent parking solutions; reducing car access; the change in the mobility mindset of people.

Inspired by Kate Raworth’s book, a growing number of cities worldwide are adopting the “doughnut economy” model. In this session we explore what it takes in practice to design this new economy. We get inspiration from the pioneering work of the city of Amsterdam, where a “Doughnut Coalition” was developed as a thriving community of thinkers and doers. Also, participants will make a start to design their own local doughnut economy!

The 2030 Agenda with its 17 Sustainable Development Goals (SDGs) provides an ambitious and comprehensive framework that opens new perspectives for policymaking and international cooperation. But sometimes the SDGs are considered as very theoretical by local stakeholders. Cities from the Global Goal for Cities (GG4C) network have faced this challenge and are sharing ways to translate the SDGs into actions and make them concrete at local level.

This session will showcase how small and medium sized towns are using digital and tech solutions, tools and techniques to get things done. It will explore specific techniques and tools that cities can ‘borrow’ from tech startups to address local challenges and improve their public services, as well as present how cities can have a more agile mindset and learn to embrace failure as an invaluable learning method. We will also discuss how this process can support co-creation on innovative solutions in cities while ensuring that no-one is left behind.

In 2021, URBACT programme and networks have supported the Glasgow Food Declaration, as part of COP26 commitments of local authorities. The International and European frameworks can indeed be enablers but sometimes also perceived blockers for local action on food systems. Cities need to learn to navigate within strategies such as the Farm to Fork or regulations related to Public Procurement. This session will share concrete insights of activities carried out by cities and supported by international organisations for the transition towards more sustainable food systems within these complex realities.

Gender equality and procurement are often seen as two separate issues. In this Festival workshop we will celebrate the launch of URBACT’s new online training module on Gender Responsive Procurement, designed to demonstrate the power of connecting the two to promote gender equality at local level. It will break down some of the perceived barriers, walk you through the procurement cycle steps and give examples from successful cities. We will also have a fun, hands on exercise to design your own inclusive outdoor leisure space.

We all love travelling, and the success of Short Term Rental platforms and “low-cost” flights have expanded options for visiting cities. But as tourists we risk creating negative consequences which are hard for municipalities and citizens to deal with: polluting more, emptying historic city centres, raising housing and rental prices. The endless growth of tourism encountered a brutal halt with the pandemic. This session will present URBACT cities engaging on Sustainable tourism, actions and alternatives for better regulation of short-term rental platforms.

This session will explore practical ways to enable citizens to influence local energy policies. Specifically, it will showcase tools and methods designed to empower citizens as local decision makers in relation to energy. The world is changing at an unprecedented pace. Cities need to be better equipped to respond to this new dynamic, across all areas of urban development. This session will touch upon the organizational and structural changes cities need to make to welcome Ukrainian people fleeing their country. With examples from EU cities on the frontline (Dresden, Gdansk, Riga, Tallinn), speakers and participants will discuss about the immediate measures, like reception desks or centers, hotlines, etc, a city can take to organise the reception, information-giving and service provision to Ukrainians.

Happy, healthy, prosperous cities are rich in culture but culture does not enrich and empower everyone equally. This session will share examples of how to improve participation of minorities, measure the effectiveness of social inclusion strategies, and question the role of local authorities in decolonising cultural offerings, while improving working conditions in cultural sectors in response to the effects of the pandemic.

The balanced and well-spread urban structure of Europe is mainly due to the large number of small and medium sized cities. Yet, these do not always get enough attention and many of them feel neglected, in the shadow of the large and much better known metropoles. This session will look at three core elements that enable small and medium sized cities to bring new opportunities for the sustainable development of their communities: resilience, innovation, and branding. We explore the special potentials for small and medium cities, to strengthen their economic viability and to make them more visible in the urban landscape of the EU.

The shift to a climate-neutral economy is key for achieving Europe’s ambitions on the Green Deal. While this offers plenty of opportunity for cities, it also impacts in them in a significant way – economically and societally. This transition needs to be closely managed to avoid widening inequality and undermining the acceptance of the climate transition. This session will explore the policy challenges cities are facing and explore some of the responses, drawing on the recent work in particular from Urban Innovative Actions.
